In 2003, The City of Philadelphia solicited proposals from private developers who could assist the Housing Enrichment Renaissance Board CDC in developing the Cecil B. Moore Home Ownership Zone. The OKKS-MCD Joint Venture was selected to act in that regard. Under the direction of H.E.R.B. CDC, OKKS Development a subsidiary of Orleans Home Builders and The Michaels Development Corporation are pleased to announce the opening of the Cecil B. Moore Home Ownership Zone.
The development will be known as the Twins at Oxford Commons and be divided in to three phases. Phase III-1 will consist of 64 twin homes, Phase III-2, 50 twin homes, and Phase III-3, 37 twin homes.
By creating a master planned development, H. E. R. B. CDC hopes to further stabilize a neighborhood that is rich in tradition and one which is undergoing numerous changes. The redevelopment of Cecil B. Moore Avenue, the new Avenue North Development, and redevelopment of Progress Plaza and improvements to Temple University’s campus and housing, all add to the positive changes in North Central Philadelphia.
The Twins at Oxford Commons will provide an opportunity for homeowners of various income levels to come together to help return the neighborhood to its former glory. Homes are being priced for household s making less than 80% and up to 120% of median income. There are special mortgage programs available for all buyers, as well as down payment assistance for those in need.
PCCA, in collaboration with Citizens Bank, partners in this program by providing pre-purchase assessment, counseling and certification for mortgage application and final credit approval of homebuyers. This service is provided at no charge to prospective homeowners.
